This salary range reflects the negotiable range for hire. Starting salary will depend upon qualifications. The top of the range for salary advancement is $121,359.77 annually. The payroll title for this position is Team/Project Leader.
THE POSITION
The County of Santa Barbara's County Executive Office, Risk Management Division, is currently accepting applications to fill one (1) full-time vacancy in Santa Barbara. The candidate selected for this vacancy will bring a high level of professionalism, knowledge, and energy to the team.
The Disability Manager acts under the direction of the Risk Manager and coordinates the County of Santa Barbara’s disability management program by ensuring compliance with the Americans with Disabilities Act (ADA) and other laws, regulations, and policies, and serving as a resource to County departments.
Examples of Duties
EXAMPLES OF DUTIES
- Manage the disability accommodation process for all employees, including identifying and implementing reasonable job accommodations through the interactive process.
- Assist departments in responding with timeliness and good faith to their employees’ disability accommodations requests, for both non-industrial and industrial related conditions.
- Coordinate with department liaisons to schedule formal interactive process meetings and facilitate such meetings.
- Conduct job analyses to recommend reasonable accommodations and to compare functional capacity to job requirements in order to recommend reasonable accommodations.
- Coordinate with Human Resources staff on matters pertaining to leaves of absence.
- Understand and apply applicable laws, regulations, and policies, including the Americans with Disabilities Act (ADA).
- Explain County policies and procedures and develop/provide training regarding forms, procedures, the interactive process, reasonable accommodation process, and related matters to County departments.
- Maintain accurate and timely documentation, complete required forms and notices of action, send required correspondence and write reports.
- Solve complex problems, using analytical skills.
- Collect and produce data necessary to track program results and communicate outcomes.
- Perform other related duties as assigned.
Employment Standards
- Bachelor’s degree in vocational rehabilitation, psychology, public administration, or related field and five (5) years of experience in working in disability management, preferably with a unionized non-profit or public agency. A Master’s degree in vocational rehabilitation, counseling, or related field is preferred, but not required.
- a combination of training, education, and experience that is equivalent to the employment standards listed above and that provides the required knowledge and abilities.
Possession of a valid California Driver's License is required only if the operation of a vehicle, rather than the employee's ability to get to/from various work locations in a timely manner, is necessary to perform the essential functions of the position.
Knowledge of:
State and Federal Legislation such the Americans with Disabilities Act (ADA), State of California Fair Employment and Housing Act (CFRA), Family and Medical Leave Act (FMLA), Workers' Compensation Law, and labor codes, and related regulations; medical terminology and medical reports and their respective implications for reasonable accommodation and placement; the Worker’s Compensation process and how it overlaps with ADA, and related provisions; vocational rehabilitation practices and resources; methods of conducting job analysis; accommodation measures, design of temporary/modified job duties, and early return to work procedures; resources available for the rehabilitation of or accommodation for employees with work/non-work injuries or illnesses; English grammar and usage; report writing methods and practices; and computer applications used for creating documents, spreadsheets, email, presentations, and online meetings/communications (example: Microsoft Office Suite).
Ability to:
Understand complex laws and apply them in the management of disability management cases; analyze administrative regulations, personnel rules and policies; coordinate and oversee a complex program; establish, maintain and promote compliance protocols and procedures; conduct job analyses to recommend reasonable accommodations; compare functional capacity to job requirements in order to recommend reasonable accommodations; review and analyze cases, summarize findings and assist in formulating alternatives and making recommendations; communicate complex information effectively, both orally and in writing; communicate effectively with a variety of persons including employees, department contacts, physicians, attorneys and other agencies; adapt for a variety of audiences; establish and maintain effective working relationships with departments, employees, other agencies, vendors and doctors; work with a high attention to detail; utilize critical thinking skills/problem solving skills to manage a fast paced/dynamic work environment; use computer applications, including Microsoft Office and case management tracking applications; and travel to locations outside the office.
Supplemental Information
APPLICATION & SELECTION PROCESS:
- Review applications to determine those applicants who meet the employment standards.
- Supplemental Questionnaire Ranking: If there are more than 11 qualified candidates, the next step in the selection process will be a supplemental questionnaire (administered electronically). Responses to the required supplemental questionnaire will be evaluated and scored. Candidates’ final score and rank on the employment list will be determined by their responses to the supplemental questionnaire. This process may be eliminated if there are fewer than 11 qualified candidates.
Candidates must receive a percentage score of at least 70 on the Supplemental Questionnaire Ranking assessment to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.
